Stocks surged in Wall Street’s best day so far this month. As sentiment about the global economy got a boost from a jump in the U.S. housing market starts and brighter signals from the eurozone.  Government data shows that housing starts in the month of November hit their highest level since April  2010.  They reached 685,000, a seasonally adjusted annualized pace surpassing forecasts of 635,000 and up more than 9 percent comparedwith the month of October.  Building permits also exceeded expectations, reaching 681,000, data from the Commerce Department showed.  The housing data has been put in the category of big surprises.  That’s extremely good news.  It’s evidence that the housing sector is starting to stabilize and improve.  All in all the housing data came out much stronger than expected.  This has given  a measure of comfort to investors.  All of this upbeat news definitely boosted stocks.

Homebuilders are more optimistic than they’ve been about single-family home sales in a year and a half according to a report released today by the National Association of Home Builders.

The Housing Market Index rose to 21 versus consensus estimates of 20.  Last month’s reading was revised down from 20 to 19. 

Despite the moderate pace of the increase, this is the highest level since May 2010, and begins a week of generally improving expectations across several housing-related economic reports.  Tomorrow’s Housing Starts, Wednesday’s Existing Home Sales, and Friday’s New Home Sales are all expected to have improved marginally over previous reports.  The economic calendar also includes the Mortgage Banker’s Association weekly report on mortgage applications, FHFA’s Home Prices, and Building Permits (see the full calendar in The Week Ahead)

There has been some recent speculation that housing market data could be on the verge of a shift, potentially moving away from an extended period of stagnant, historically low levels.  While today’s NAHB Confidence level does show some promise relative to recent months and years (apart from May 2010, it’s the highest since 2007), it would have a long climb ahead in order to ever regain its pre-meltdown levels:

NAHB Chairman Bob Nielsen Notes “While builder confidence remains low, the consistent gains registered over the past several months are an indication that pockets of recovery are slowly starting to emerge in scattered housing markets.”

More specific components of today’s report showed the index of prospective buyers rose to 18 from November’s reading of 15 while the 6-month outlook edged slightly higher from 25 to 26.

ABOUT THE DATA: The NAHB/Wells Fargo Housing Market Index measures the strength of the single-family housing market each month through surveys of NAHB members.

The survey asks respondents to rate market conditions for the sale of new homes at the present time and in the next 6 months as well as the traffic of prospective buyers of new homes.

The index can range between 0 and 100. ” Any number over 50 indicates that more builders view conditions as good vs. poor.

  Did you know that filing a four-page application with your appraisal district could knock Approximately $15,000 off the taxable value of your home?  If you qualify for a residential homestead exemption, you’ll receive a reduction on the part of your home’s value used for school taxes, which will lower your tax bill.  to qualify for the exemption, your home must meet the definition of residence homestead.  The owner must be an individual,not a business entity, and use the home as his principal residence on Jan. l of the tax year.  The Jan. 1 deadline does not apply for disabled homeowners or homeowners who are 65 or older.  A new law that went into effect September l requires applicants to provide a copy of their Texas driver’s license or state ID card and vehicle registration receipt.  The documents must show the same address as the property for which the exemption is requested.  Applicants who don’t have a vehicle can use a utility bill with the correct address in place of the registration receipt.  Something you may not know is that you can temporarily move away from your home and still use the exemption if you don’t establish another principal residence and you plan to return.  Renting part of your house or using part of it fora business does not disqualify the rest of your home for the exemption.  Some counties assess a special tax for farm-to-market roads or flood control and they may offer a $3000 exemption for the school tax.  There are exemptions for some disabled U.S. veterans and surviving spouses and children of members of the armed forces killed while on active duty.  All taxing entities, like school districts, cities, counties,or special districts can offer an optional exemption for up to 20 percent of your property’s value.  This exemption is on top of other homestead exemptions for which the homeowner qualifies.  Taxing entities may also offer additional homestead exemptions to homeowners who are 65 or older or are disabled.  How much does it cost to file a homestead exemption?  Nothing.  There is no fee for applying for a homestead exemption.  You may receive an official-looking letter asking for a fee to take care of your homestead exemption application.  This is a scam.  These letters usually start appearing in mailboxes during the first few weeks of the year.  for more information visit the Texas Comptroller of Public Accounts’ website, www.window.state.tx.us and go to Property Tax heading in the Texas Taxes section.  Other similar websites are available for each state.  You can also check out www.dfwrealestate.com, the online source for real estate advice in North Texas.

It has been said over and over that some people would like to be home free.   Well, in a manner of speaking, you may be ready for empty nest house plans.  Are you tired of your yard work?  Are you tired of cleaning your swimming pool?  Are you tired of painting inside and outside  and making lots of home repairs?  Would you rather be able to just lock the doors and leave so that you can travel?  If you answer yes to some, or even all of these, you may be ready for a homeowners association that takes care of all outside maintenance even down to replacing a dead  plant.  Many new empty nest house plans are built with classic, old world, quality.  Some feature a European design flair.  Many are artistically designed.  Most empty nest house plans are about the size of a starter house.  Because of their size they allow residents to have more time to enjoy life.  Many homeowners associations have amenities like a club house, a fitness center, swimming pools and hot tubs, walking trails, possibly a playground and the opportunity to make new friendships, just to name a few.  Buyers of empty nest house plans have a choice to make.   Do they want a standard plan or a plan that can be tweaked with added amenities, like upgrading to a three-car garage for example, providing space for more storage, a motorcycle, golf cart, etc.? When you meet with your Designer/Architect is it very important to discuss where your home will be built.  Even though you may be planning an addition to an existing house plan or a minor home plan modification, where the new footage is added is important. Since few homes are completely free of noise you can take action in your planning stage to reduce your home’s noise level.  Your home plan Designer is knowledgeable in figuring out where different noises will originate and how to alleviate some of them.  Distractions from noise can be reduced using certain methods.  One of the most significant ways is to use quality, double-paned windows in your new construction or modification.  Not only do they insulate against sound they seal the home or room addition from outside environmental factors.  Another method of reducing the way sound travels is to use door that do not line up with one another.  Proper insulation in attics, walls and other home areas, like the new foam insulation for instance, will not only reduce noise but also  help reduce heat and air conditioning bills. Carpeting and padding act as a buffer especially if a home has a second level. Sometimes an extra layer of drywall will help problems with noise between walls as will the use of acoustical paints. Figuring out the potential sources of noise in the design process and remedies for them is the job of  not only the homeowner but also the job of the design professional.  Alleviating noise makes your home more comfortable to you, your family , and guests in the home.
